学生の皆様への緊急支援の実施について
中福在线,连环夺宝感染症の拡大は、社会に非常に大きな影響を与えています。国内外で多くの方が肺炎などに罹患され、病気と闘っておられます。学校法人大阪経済法律学園を代表し、亡くなられた方々に心からの弔意を表すとともに、感染された方々が一日も早く回復されるよう願っております。また、非常に困難な中で、医療や社会生活を支えて頂いている方々のご尽力に、心から敬意を表します。
緊急事態宣言の発出に伴う社会経済への影響は計り知れません。学生の皆様、保護者の皆様におかれましても、アルバイト収入の激減や学費をご負担されている家族の家計急変による影響、外出自粛による孤独やストレスなど、様々な困難に直面され不安を感じていることと存じます。私たちは、学生の皆様が今どのような思いで毎日を過ごされているのか、学業への意欲や将来への希望を保ち高めることができているのかと案じています。
本学は、高等教育機関として、まずは、中福在线,连环夺宝感染症の拡大、緊急事態宣言が発出される状況にあっても、大学教育を維持し、学生の皆様の学修機会を確保することに全力を尽くします。そのため、本学は、５月１１日から春学期の授業を開始します。本学においては、法令に基づき文部科学省が認めるオンラインによる遠隔授業の方法を採用し、各授業科目の目標や特性に応じて多様なメディアを活用した授業を実施していきます。そして、遠隔授業ならではの有効性を発揮した教育を実現し、教育効果を最大限発揮できるよう万全を期す所存です。
そして、本学は、中福在线,连环夺宝感染症の拡大による未曾有の事態にあって、学生の皆様が学問の探求と将来の希望進路の実現に向け、安心して修学するための一助となるよう、緊急支援を実施します。
そのため、「学業生活特別支援金」として、学生の皆様に、一律５万円を支給します。今般、アルバイト収入の激減並びに家計急変などの影響による困難を少しでも緩和し、学生の皆様が、学修環境を整え、安心して授業を受けることができるための一助としていただきたいと思います。詳細は下記をご参照ください。
また、遠隔授業の全学的実施に対応して、学生の皆様の授業受講環境の整備を支援していきます。そのため、４月２４日に公表しているとおり、ノートパソコンや通信機器の入手が困難であることや、経済的に困難な状況に直面していること等の理由により、授業開始までに、やむを得ず、パソコンや通信環境を準備することができない学生の皆様にノートパソコン、ルーター等を春学期の定期試験終了まで無償で貸与します。このほか、遠隔授業の学修に必要なソフトや教材の無償提供を行います。
本学は、今後とも、学生の皆様及び教職員の命と健康を守りながら、教育活動を停止させず、様々な創意工夫により教育をさらに充実させるため、全力を尽くす所存です。
学生の皆様、今の時期のように社会が激変する中での学修には大きな困難が伴います。しかしながら、この困難の中での学修は、必ずや知性と感性を鍛え上げ、皆様を中福在线,连环夺宝終息後の社会の建設に貢献することができる人材へと育んでいくことに資するものと確信しています。どうか、希望をもって学業を修めてください。そのために、教職員が一丸となって、保護者の皆様の協力を得ながら、学生の皆様を支え、この難局を克服していきたいと考えております。

１．学業生活特別支援金の給付
（１）給付対象学生
２０２０年５月１日時点で本学に在籍する大学生?大学院生
※学業生活特別支援金を受給するために、学生の皆様から、本学へ申請をしていただく必要はございません。
（２）給付額
在学生１人あたり５万円
（３）給付方法
保証人宛に、上記額面の普通為替証書を送付します。普通為替証書を、お近くのゆうちょ銀行または郵便局の貯金窓口へ提出すると、額面金額の現金を受け取ることができます。
（４）給付予定日
２０２０年５月２５日（月）
※発送事情により?多少到着が遅れる場合もございます?
（５）留学生の皆様への給付
１）５月１日時点で、日本に入国されている学生
普通為替証書を学生の現住所へ送付します。
２）５月１日時点で、日本に入国されてない学生
口座振り込みによる支給を予定しております。手続きにつきましては、別途ご案内します。
２．遠隔授業受講に向けた環境整備のための支援
①遠隔授業の開始に伴う、春学期定期試験期間終了までのノートパソコン、ルーター等の無償貸与
②Microsoft Office ３６５ライセンスの無償提供

３．春学期学費納付期限の延長
２０２０年度春学期学費等納付書は、５月１５日頃に発送する予定です。学費納付期限は、７月３１日に延長します。学費納付に係る相談がございましたら、会計課までお問い合わせください。

关于对各位同学实施紧急支援的通知
新冠肺炎的感染蔓延对社会造成了十分深刻的影响。国内外有许多人不幸罹患，他们正在与疾病进行抗争。我谨代表学校法人大阪经济法律学园，向不幸去世者表示哀悼，并希望罹患者尽早恢复健康。同时，向在十分困难的情况下奋战在医疗和社会生活第一线的人们表示衷心的感谢。
紧急状态宣言给社会造成了十分巨大的影响。我深知各位同学和家长们面临着工作收入减少、家庭收支情况恶化以及无法随意外出带来的孤独感等多项困难。我们十分关心各位同学每天的所思所想，关心各位同学能否持续保持对学业的积极性和对未来的希望。
本校作为高等教育机构，在新冠肺炎感染持续蔓延、而且已经进入紧急状态的情况之下，尽全力维持大学教育，保障各位同学的学习机会。为此，本校决定自5月11日开始春季学期的课程。本校基于法令规定，采用文部科学省同意的网课方式，根据各项课程的特点灵活运用各种媒体进行教学。本校致力于最大限度地发挥网课的有效性，努力实现教育的最大效果。
本校鉴于前所未见的新冠肺炎感染蔓延的现状，为了让各位同学能够安心地钻研学问和实现理想，特决定对大家实施紧急支援。
为此，本校将以“学业生活特别支援金”的名义，向每位同学发放5万日元。希望能够稍稍缓解因工作收入减少和家庭收入恶化而带来的困难，使各位同学能够重整学习条件，安心进入学习。详细规定请见后文。
同时，因应着全校实施网课教学，决定对各位同学完善听课条件进行支援。为此，4月24日已经决定，到春季学期结束为止，将向无法购入笔记本电脑和路由器的同学，以及因经济困难难以在学期开始时准备好笔记本电脑和路由器的同学无偿出借笔记本电脑和路由器。此外，还将无偿提供所需软件和教材。
本校在今后将一如既往地保证各位同学及教职员的生命与健康，坚持实施并充实教育内容。
各位同学在目前情况下坚持学业将会面临极大的困难。但我坚信在如此困境中的学习必将锻炼各位的知性和感性，并将有助于在新冠肺炎疫情结束后令各位成为对社会建设能够有所贡献的人才。期待各位坚守理想，努力学习！为此，全体教职员在各位家长的合作之下，将努力向各位同学提供支援，共渡时艰！
相关事项
１．学业生活特别支援金的发放
（１）发放对象
2020年5月1日在本校注册的本科生和研究生
※各位同学在领取学业生活特别支援金时无须向学校办理申请手续。
（２）发放额
在校生每人5万日元
（３）发放方法
将向家长寄送上述面额的汇兑证明。持该证明前往附近的银行或邮局，即可兑取现金。
（４）预定发放日期
2020年5月25日（星期一）
※因邮路情况，收到邮件的时间可能会稍有延迟。
（５）面向留学生的发放办法
１）5月1日（星期五）时在日本国内的学生
寄送汇兑证明
２）5月1日（星期五）时尚在海外的学生
初步决定使用银行转帐的方法。具体手续另行通知。
２．对完善网课听讲环境的支援
①随着网课的开始，无偿出借笔记本电脑和路由器
②无偿提供Microsoft Office 365的使用权

３．延长春季学期学费的缴纳期限
预定在5月15日（星期五）前后寄出2020年度春季学期的缴纳学费通知书。现决定将学费的缴纳期限延长至7月31日（星期五）。如欲垂询学费事宜，请与会计课联系。

Emergency Grants for All Students
The spread of the Novel Coronavirus has had a tremendous impact on society. Many people in Japan and overseas have suffered from pneumonia or other conditions and are fighting against this disease. On behalf of the Board of Trustees of Osaka University of Economics and Law, we express our heartfelt condolences to the deceased and hope that those people infected will recover as soon as possible. We would also like to express our great respect for the efforts of those who are holding up medical care and daily life in this extremely difficult situation.
The announcement of the state of emergency has been accompanied by an immeasurable socio-economic impact. Our students and their parents and guardians will surely be anxious as they are faced with various difficulties, such as a deterioration of household finances due to loss of income from part-time jobs and payment of tuition fees, and the loneliness and stress caused by having to stay at home. We are also concerned about how our students are experiencing the situation day by day, and whether they can maintain their motivation for study and retain their hopes for the future.
As an institution of higher education, our university will make every effort to maintain university education and secure learning opportunities for students, despite the spread of the infection and the state of emergency. For this reason, the university will begin Spring Semester classes from 11 May. Based on a legal and regulatory framework, the university has adopted an online distance-learning method approved by the Ministry of Education, Culture, Sports, Science and Technology, and will conduct classes using various media according to the goals and characteristics of each subject. We shall endeavour to provide effective education of a kind that can only be achieved by distance learning and to maximise educational value.
In this unprecedented situation, we also plan to provide emergency support to all students in order to help them study with peace of mind in the pursuit of learning and the realisation of their future career.
For these reasons, we plan to pay a flat rate of 50,000 Japanese yen to all students as a Special Grant for University Life. We hope in this way to alleviate some of the difficulties caused by the recent drop in part-time job income and the sudden changes in household finances, and to help all students prepare a suitable learning environment, allowing them to take classes with peace of mind. For details of the grant, please see below.
We also hope to respond to the university-wide implementation of distance learning by helping students to prepare a suitable environment in which to take lessons. Therefore, as we announced on 24 April, due to the difficulty of obtaining laptops and communication devices and the fact that some students are facing difficult economic circumstances, before the start of classes we are lending out laptops, routers and so on free of charge to students who otherwise would not be able to prepare a suitable IT environment. They will be able to use these until the end of the spring semester examination period. We will also provide for free the software and teaching materials necessary for distance learning.
The university will continue to do its utmost to ensure the health of its students and employees, while also continuing its educational activities and further improving education through creative innovations.
Studying amidst such drastic societal changes will bring great difficulties for all our students. However, we believe that studying under these difficult conditions also will strengthen our collective intellects and sensibilities, promoting the development of human resources and contributing to the construction of society after the Novel Coronavirus has been contained. Please undertake your studies with a sense of hope. With the cooperation of parents and guardians, teachers and staff will work together to support the students and surmount this difficult situation.

1. Payment of the Special Grant for University Life
(1) Students eligible for payment
Undergraduate and graduate students enrolled at the university as of May 1, 2020
* Students do not need to make an application to the university in order to receive the Special Grant for University Life.
(2) Grant amount
50,000 Japanese yen per student
(3) Payment method
We will send the above sum to the guarantor in the form of a money order (Ordinary Exchange Certificate). You can receive this sum in cash by submitting the certificate at the savings window of your nearest Japan Post Bank or post office.
(4) Planned payment date
Monday 25 May 2020
* The arrival may be delayed due to shipping circumstances.
(5) Benefits for international students
1) For students who have entered Japan as of 1 May
We will send a money order (Ordinary Exchange Certificate) to the student's current address.
2) For students who have not entered Japan as of 1 May
We plan to provide payment by direct transfer and shall inform you about the procedure separately.
2. Support for improving the distance learning environment
(1) Free loan of laptops, routers, etc. from the start of the distance learning period until the end of the Spring Semester examination period.
(2) Free provision of Microsoft Office 365 Licences.

3. Extension of payment deadline for Spring Semester tuition fees
The 2020 Spring Semester Tuition Fee Payment Form will be sent out around 15 May. The tuition payment deadline will be extended to 31 July. If you have any questions regarding fee payment, please contact the Office of Accounting.
